New Jersey Expands Support for Employee Ownership Through New Legislation
Bill Creates Resources, Financing and Technical Support to Help Small Businesses Transition to Employee-Owned Models
On September 4, New Jersey advanced a major initiative aimed at expanding employee ownership across the state, providing new resources for small businesses that want to transition to employee-owned structures. The measure authorizes the New Jersey Economic Development Authority (NJEDA) to establish an Employee Ownership Transition Program designed to make employee ownership more accessible and affordable for business owners and workers alike.
The legislation recognizes employee ownership as a powerful wealth-building tool that can strengthen businesses, preserve jobs, and create long-term financial security for employees. By reducing the costs and barriers associated with ownership transitions, state leaders hope to encourage more businesses to adopt employee ownership models such as Employee Stock Ownership Plans (ESOPs).
According to the Governor’s Office, New Jersey is already home to nearly 90 ESOPs, representing approximately $65 billion in plan assets and benefiting more than 423,000 current employees and retirees. Eligible current employees participating in these plans hold average stock accounts valued at nearly $190,000, highlighting the significant wealth-building potential of employee ownership.
Key Features of the Employee Ownership Transition Program
The legislation equips the NJEDA with several tools to support businesses exploring or implementing employee ownership models. The program will:
Provide financial assistance to help offset the costs of employee ownership feasibility studies, allowing businesses to evaluate whether a transition is practical and beneficial.
Offer consultative services to participating companies that choose to transition to an employee-owned structure, helping business owners navigate the process.
Administer loan financing and financial tools through a newly established Employee Ownership Revolving Loan Fund, which will directly finance employee ownership conversions. State officials describe the fund as the first of its kind in the nation dedicated to directly supporting employee ownership formation.
Publish educational resources and information on employee ownership models for both employers and employees through the NJEDA website.
Conduct outreach efforts in partnership with educational institutions to raise awareness about the benefits and implementation of employee ownership structures.
Provide education, outreach, and early-stage technical assistance to help businesses incorporate employee ownership into long-term growth strategies and succession planning.
