DEPARTMENT:  Tax Assessment

 

SCHEDULE:  8:30 AM TO 4:30 PM Monday through Friday 

 

SALARY RANGE: $58,000 - $63,000

 

 

Essential Functions of the Position:

 

Assist the Tax Assessor and Deputy Tax Assessor in carrying out the following duties:

 

  1. Determination of all real property assessments within the Township. 
  1. Conduct field investigations of real property including measuring and sketching of residential and commercial properties to obtain essential data for valuation purposes.
  2. Assist in preparation of tax appeals.
  3. Respond to and address taxpayer inquiries and OPRA requests.
  4. Review and analysis of property sales for determination of suitability and usability in Sales Ratio Studies and Equalization Programs.
  5. Preparation of reports as directed pertaining to property valuation and assessment processes.
  6. Assisting the Assessor in analyzing and establishing real estate market trends as delineated by neighborhood. 
  7. Analysis and preparation of reports through utilization of the Marshall and Swift Commercial Cost Estimator Program.
  8. Maintenance of property assessments on an ongoing basis with added assessments and through authorized/approved revaluations, reassessments or approved Assessment Compliance Plans.
  9. Updating of property record files including capturing and updating images of structures as necessary and as directed by the Assessor.
  10. Preparation of certified ownership lists (200’ list) upon request.
  11. Work proficiently with software programs to include MOD IV, CAMA, SR1A, GIS, Aerial Imagery, MLS, Website, Purchasing, Microsoft Word & Excel, and Deed Site.
  12. Sketch proposed new construction from site and building plans along with data entry to assist with the affordable housing development fee process.
  13. Field visits related to review of farmland assessment applications along with initial and further statement reviews with inspections for property tax exemption purposes.
  14. Other duties as assigned by the Assessor or Deputy Assessor.

 

Qualifications for the Position:

 

1.  Valid Certified Tax Assessor’s Certificate from the State of New Jersey.

2.  A high school diploma or the equivalent.

3.  Direct work experience and extensive personal knowledge of the Ocean County provided programs including Mod IV, CAMA, GIS, SR1A.

4. Direct work experience and extensive personal knowledge of Microsoft Word & Excel.

5. Ability to review, understand and transpose information from building and site plans onto record card by hand sketched drawings to scale and also electronically via tablet.

6. Ability and temperament to work cooperatively and respectfully with associates, supervisors and the public at large.

7. The ability to communicate effectively in verbal and written form and to interact effectively on a daily basis in a work setting with employees and the public at large.

8. Ability to prepare reports in a timely manner.

9. A working knowledge of state statutes, rules, regulations, and procedures relating to tax assessment operations in New Jersey.

10. Ability to read, write, speak and understand English sufficiently to perform the duties of the position.

11. A valid New Jersey Driver’s License.

12. Transportation to and from work.

13. Conformance with the Township of Stafford dress code and other personnel policies as adopted by the Township.

14. The ability to pass a post offer/pre-employment physical exam including a drug screening analysis.
